Preheat the waffle iron according to the manufacturer instructions.
In a large bowl, whisk the flour, cocoa powder, baking powder, baking soda, sugar and salt until well combined.
In a separate bowl, whisk milk, eggs, melted butter and vanilla until smooth.
Pour the wet ingredients into the dry ones and stir until just combined, being careful not to overmix.
Fold in the chocolate chips.
