Place the beef pieces in a large bowl or on a cutting board. Season evenly with the salt, black pepper, and garlic powder.
Heat the olive oil in a large skillet over medium-high heat. Add the beef in a single layer and brown it on all sides. Work in batches if necessary to avoid overcrowding the skillet.
Transfer the browned beef to the crockpot.
