Preheat oven to 350 degrees and line a cookie sheet with parchment paper
Using a standing mixer, beat the butter, brown sugar, sugar, egg and vanilla until combined and fluffy
Using a small bowl, whisk the flour, salt and baking powder
Gradually beat the dry ingredients into the wet until a dough forms
Fold in the chocolate chips
Using a small ice cream scooper, scoop out dough onto the cookie sheets
Bake in the oven for 10 minutes and allow the cookies to cool completely
To make the vanilla frosting
Using a standing mixer, beat the butter, powdered sugar, vanilla, and heavy whipping cream until creamy, smooth and stiff with peaks
Mix in the sky blue gel food coloring until color is fully mixed in
Scoop the frosting into the piping bag and set aside
To make the vanilla donuts
Preheat oven to 350 degrees and spray a donut pan with baking spray Using a small bowl, whisk the flour, ground nutmeg, sugar, baking powder and salt In a large bowl, whisk the milk, egg, vanilla and oil until combined
Whisk in the dry ingredients until combined and smooth
Scoop the batter into the piping bag and fill the donut cavity ¾ way full
Bake in the oven for 12 minutes
Instantly remove from oven and turn the pan over onto a wire rack and allow to cool Once donuts are cooled, pipe dollops of frosting all over the top half of the donut Place two eyes in the top middle of the donut
Cut a chocolate chip cookie in half and place the half cookie in the bottom corner of the donut where it looks like the cookie is in cookie monsters mouth
Allow the frosting to harden for 30 minutes before enjoying!
