Begin by preheating your oven to 350°F (175°C) and preparing your baking sheets with parchment paper or silicone mats.
In a stand mixer, combine the brown sugar, softened butter, eggs, and vanilla. Mix until you achieve a smooth, fluffy consistency.
In a separate bowl, whisk together the dry ingredients: flour, cornstarch, baking powder, and salt. Gradually incorporate this mixture into the wet ingredients, mixing until a cohesive dough forms.
Gently fold the mini chocolate chips and crushed cookies into the dough (Photo 1).
Using a medium ice cream scoop, portion out the dough and roll each portion into a ball (Photo 2). For consistency, aim for each ball to weigh about 2.5 oz.
Place the dough balls on your prepared baking sheets and bake for 13-16 minutes, or until the edges are lightly golden.
Once baked, remove the cookies from the oven and allow them to cool completely on the baking sheet (Photo 3).
For the frosting, use your stand mixer to beat together the butter, powdered sugar, vanilla, and heavy whipping cream until smooth and able to hold its shape.
Incorporate a few drops of sky blue gel food coloring into the frosting, mixing until you achieve your desired shade of blue.
Transfer the frosting to piping bags for easy application.
Decorate, start at the center of each cooled cookie and pipe a thick ring of frosting to the edge. Sprinkle crushed cookies over the frosting, and finish by placing a mini cookie in the center (Photo 4).

Chill the dough for 30 minutes before baking to prevent excessive spreading.
Use a light-colored baking sheet to prevent the bottoms from browning too quickly.
For perfectly round cookies, use a large round cookie cutter to gently shape them immediately after removing from the oven.
Allow the cookies to cool completely before frosting to prevent the frosting from melting.
If the frosting is too thick, add a little more heavy cream. If it's too thin, add more powdered sugar.
For a smoother frosting application, use a rotating cake stand while piping.
To achieve a professional look, use a piping bag fitted with a large star tip for the frosting.
Experiment with different sizes of mini cookies for topping to find your perfect look.
If you don't have piping bags, you can use a zip-top bag with a corner snipped off.
For a more intense cookie flavor, try toasting the crushed cookies before adding them to the dough and topping.
